Electric baseboard heaters are generally less efficient than heat pumps. While both heat pumps and electric baseboard heaters use electricity as their energy source, heat pumps are more efficient because they move heat rather than generate heat. By contrast electric baseboard heaters simply convert electricity into heat. Thus heat pumps are able to provide more heat output for the same amount of electricity consumed, making them more efficient than electric baseboard heaters.
