According to the Pennsylvania Department of Transportation (PennDOT), any motorized vehicle powered by an engine with a displacement of 50 cubic centimeters (cc) or greater, including gas scooters, requires a valid driver's license to operate.
To legally ride a 50cc gas scooter in Pennsylvania, you must have a valid motorcycle or class C driver's license, pass a vision test, and carry a valid insurance policy.
Additionally, you must wear a DOT-approved helmet while operating a gas scooter.
