The rear light fuse for a 1999 Saturn SL2 is located in the fuse panel under the hood, behind the engine air filter housing. The fuse is labeled "TAIL".
To access the fuse panel, open the hood and remove the plastic cover that is held in place by two plastic clips. Once the cover is removed, the fuse panel will be visible. The "TAIL" fuse is located in the second row from the top, fourth fuse from the left.
If the rear lights are not working, check the "TAIL" fuse first. If the fuse is blown, replace it with a new 15-amp fuse. If the fuse is not blown, there may be a problem with the wiring or the light bulbs.
