According to the Alberta Motor Vehicle Industry Council (AMVIC), "Only registered dealers and sub-dealers are currently allowed to buy, sell, and offer to sell new and used vehicles in Alberta. Buying a vehicle from a private seller is legal in Alberta, but buyers must take on all the responsibilities of being their own used vehicle dealer."
Therefore, you cannot legally sell cars in Alberta without a dealer's license.
