A 9600 RPM at 65 mph in a 4-cylinder car is
extremely high and definitely not normal. Engine RPMs in that range at that speed would indicate a serious problem, likely a significant drivetrain issue such as a severely incorrect gear ratio (possibly a broken gear or transmission issue), or a problem with the speedometer itself. Most cars would be well into the redline at that RPM, and likely causing significant damage.
Double-check your speedometer and make sure it's working correctly. If it is, immediately take your car to a mechanic for a thorough inspection. Continuing to drive with such high RPMs could cause catastrophic engine failure.
