Does the fuel pump hold pressure or sending unit?

Neither the fuel pump nor the sending unit *hold* pressure in the sense of a pressurized tank. The fuel pump *builds* pressure, and the sending unit simply measures the fuel level. Pressure is maintained in the fuel lines and injectors by the fuel pump's continuous operation and by check valves that prevent fuel from flowing back.
