The fuel filter on the 1999 Volkswagen Cabrio is located under the carpeting in the driver's side footwell.

To replace the fuel filter you will need the following tools:

- Flat-head screwdriver

- 10mm socket

- 17mm wrench

Here is a step-by-step guide to replacing the fuel filter:

1. Open The Trunk: Open up your VW Cabrio's trunk to allow access to the fuel pump and filter assembly.

2. Remove The Fuel Pump Cover: Inside your truck, locate the rectangular fuel pump cover on the floor. Pry it open using a flat-head screwdriver.

3. Disconnect Fuel Lines: Start by disconnecting the electrical connector located on top of the fuel filter. Next, use a 17mm wrench to loosen and detach the fuel line connections by turning them counter-clockwise. Make sure to have a rag ready to catch any dripping fuel.

4. Remove Fuel Filter: Once the fuel line connections are removed, proceed to take out the fuel filter by twisting it counter-clockwise. Again, be prepared for any spilled fuel.

5. Install The New Fuel Filter: Lubricate the new fuel filter's O-rings using a little gasoline to ensure a secure seal. After that, screw the new filter onto the fuel intake line by turning it clockwise until it's hand tight. Finally, tighten it slightly more using your 17mm wrench.

6. Reinstall Lines and Cover: Now that your new filter is in place, reattach the fuel lines. Be sure to push them in properly and tighten everything up, then reconnect the electrical connector.

Once that's done, you can now replace and secure the carpet cover inside the vehicle.

The fuel filter on the 1999 Volkswagen Cabrio should be replaced every 30,000 miles.
