No, the harmonic balancer is used to dampen crankshaft torsional vibrations and thus the engine should not be rotated by the balancer. Engine rotation for timing belt/chain alignment should be done either by manually turning the crankshaft bolt using a wrench, or by setting the vehicle in neutral and rolling/towing the vehicle slightly with a key in the ignition in the ON position.
