- Must register for on/off road use and obtain an ATV validation; an additional ATV validation fee must be paid each year when renewing ATV registration.
- Must have and prominently display a safety certificate issued by the State Police.
- Display a unique ATV identification number.
- Have two red warning flags at least 12 inches square (when folded) attached;
- be equipped with a braking system that functions on all wheels
- be equipped with a throttle control lever that requires the operator's hand to remain on the lever and that automatically closes when released.
- be equipped with a rearview mirror and a spark arrestor.
- be equipped with a horn or other signaling device, a headlight, a tail light, a stop light and a license plate light.
- be equipped with a muffler
- be equipped with a seat designed to carry one person
- have a dry weight of 1,250 pounds or less
- be unable to exceed a speed of 40 miles per hour
- be ridden only by an operator who: is at least 14 years old and holds an ATV safety certificate
