Can a person temporarily operate farm tractor on the highway without drivers license in Florida?

Yes, according to Florida Statutes Section 322.01(1)(a), any person fourteen years or older who holds a valid Florida learner's license or a valid driver's license from any state may drive a farm tractor, unless otherwise prohibited. Furthermore, a person who does not have a driver's license may drive a farm tractor as long as all of the following conditions are met:

The person has a valid learner's permit.

The farm tractor is being operated on the way to or returning from a field where it is being used for agricultural purposes.

The tractor is not towing a vehicle or implement.

This exemption is only valid for drivers who are operating a farm tractor for agricultural purposes. If you are driving a farm tractor for any other purpose, you must have a valid driver's license.
