Do both gas caps unscrew on a 1999 HD Softail or just the right side?

On a 1999 Harley-Davidson Softail, only the right side gas cap unscrews. The left side gas cap is fixed and does not open. The right side gas cap can be unscrewed by turning it counterclockwise.
