Ther is 17 of an inch wear in my 1948 Chevrolet cylinders Is this too much Should it be honed or rebored?

The amount of cylinder wear is significant. It is likely not a good idea to hone the cylinder. It would be preferable to re-bore the cylinder block and install slightly larger pistons than the original 3 5/16" ones. However, depending on how much material is removed, you might have to grind the cylinder head down to bring the compression height back to what it was. Re-boring might even require going to a longer con-rod, a different piston pin height or using a head gasket that is thicker.
