Procedure
1. Park your car in a safe location and turn off the engine.
2. Open the hood of your car.
3. Locate the front turn signal assembly. It is located behind the headlight assembly.
4. Remove the two Phillips head screws that hold the turn signal assembly in place.
5. Pull the turn signal assembly straight out of the headlight assembly.
6. Rotate the turn signal bulb socket counterclockwise to unlock it.
7. Pull the old turn signal bulb out of the socket.
8. Insert the new turn signal bulb into the socket.
9. Rotate the turn signal bulb socket clockwise to lock it in place.
10. Reinstall the turn signal assembly in the headlight assembly.
11. Replace the two Phillips head screws that hold the turn signal assembly in place.
12. Close the hood of your car.
That is it, the turn signal bulb on your 1999 Honda Civic has been replaced.
