On a 2000 Monte Carlo SS with the 3.8L engine, the power steering pump is located on the front of the engine, driven directly by the crankshaft via a belt. It's typically situated towards the passenger side (right side) of the engine. You'll see a pulley on it, connected to the serpentine belt system.
