What is a kick panel on 1990 Honda Accord?

On a 1990 Honda Accord, the kick panels are the interior panels located at the very bottom of the dashboard, at the driver's and passenger's feet. They're often plastic and cover the area where the firewall meets the floorboard. They're sometimes called foot panels or lower dash panels. They often house speakers (depending on the trim level) and sometimes access to the fuse box or other components.
