Do all 99 Honda civic exs come with v-tech?

Not all 99 Honda Civic EXs come with VTEC. VTEC (Variable Valve Timing and Lift Electronic Control) was an optional feature on the 1999 Honda Civic EX. The LX trim did not come with VTEC standard and the Si models came standard with VTEC.
