Do I need the ECM hooked up to make a non electric Quadrajet carb on 80 model Chevy 305 run?

The ECM (electronic control module) is present on computer-controlled carburetors used by GM from 1978-1986; however, the model you are working on falls outside of that date range. You would not need the ECM to operate the carburetor.
