1. Check the PTO switch. The PTO (power take-off) switch is responsible for engaging the blades. Make sure that the PTO switch is turned on.
2. Check the PTO clutch. The PTO clutch is responsible for transferring power from the engine to the blades. If the PTO clutch is not engaged, the blades will not turn.
3. Check the belt. The belt is responsible for driving the blades. If the belt is broken or slipping, the blades will not turn.
4. Check the blade spindles. The blade spindles are responsible for holding the blades in place. If the blade spindles are damaged or bent, the blades will not turn.
5. Check the engine. If the engine is not running properly, the blades will not turn. Make sure that the engine is receiving fuel and spark, and that the air filter is clean.
If you have checked all of these things and the blade still will not turn, you should take your mower to a qualified repair shop.
