What is black part under glove box inside the car by floor?

That black part under the glove box and near the floor in a car is most likely the HVAC (Heating, Ventilation, and Air Conditioning) system's blower motor and housing. It's where the fan that blows air through the vents is located. You might also see some associated ducts and wiring there.
