Who is responsible for returning tags when vehicle repossessed?

When a car is repossessed, it depends on the repossessor's policy on whether they will return the confiscated tags. Many times there is a charge if the tags are turned in. In states where the plates remain with the car (ie New York), the lender will apply for a repossession title once they have the vehicle in order to sell the vehicle.
