Can you have recap tires on a steering axle of truck?

In most countries, it is illegal to have recap tires on the steering axle of a truck. This is because the tread on a recap tire is not as deep as the tread on a new tire, and recap tires may be more likely to blow out. It can be very dangerous for a steering axle tire to blowout as steering could be lost. Most regulations specify what the minimum tread depth must be and recap tires can often fall below this depth and thus cannot be installed on the front/steering. This prevents tires that are too dangerous being installed.
