In order to be used on UK roads, a vehicle must be registered and insured. A certificate of destruction means that the car is no longer considered a vehicle and therefore cannot be registered. Furthermore, a car that has been issued with a certificate of destruction should be scrapped and cannot be used for any other purpose.
