Can repo men take your car parked at a store with person in it?

In most jurisdictions, repossession must occur in a safe place, and they must generally make a reasonable attempt to contact you before the car can be repossessed (unless you're in default by more than 20 days according to the FCRA). It's illegal for a repo man to take a car that is parked in a public place with someone inside it, as it is considered breach of the peace.
