How does a 1983 trans am hood louver work?

The 1983 Trans Am hood louver did not function as an actual louver. The hood louvers' purpose was to let hot air escape from the engine compartment. However, the scoop was fully sealed and therefore did not allow air to flow through. Later production models replaced the solid hood scoop with one that let air flow through the engine bay.
