How tall do you have to be ride in the passenger seat of a car?

There's no minimum height requirement to ride in the passenger seat of a car. The seatbelt is the primary safety concern, and as long as the seatbelt fits properly and the passenger can see over the steering wheel (if applicable), height isn't a factor. Very young children, however, need appropriate car seats, regardless of height.
