Can different width rims but same size tires be on the car?

Yes.

If the wheel is made for the car, you shouldn't have a problem. It's only after going from a 5.5" rim to a 12" rim (that isn't made for the car) does the tread width become a problem. Rim size doesn't effect tire size. Tire size is determined by the tire's width, tire sidewall height, and wheel diameter.
