1. Both owners visit their local Department of Motor Vehicles (DMV) office.
2. Fill out a Application for Vehicle Registration (REG 343 or comparable form).
3. Present required documents like the Vehicle Title, Proof of Ownership (e.g. previous title or a manufacturer's certificate of origin) and Proof of Insurance.
4. Pay applicable fees.
Without the other party's written consent:
1. File a lawsuit in civil court. You'll need to provide proof that you are the rightful owner of the car, such as a purchase agreement or a bill of sale.
2. Get a court order transferring ownership of the car to you. This order will give you the legal right to register the car in your name only.
3. Take the court order to the DMV. Along with the required fees and documents mentioned in the "With written consent" section.
